The document signed by Thaci denies statements from Pristina that the KSF can freely operate in the north of Kosovo

The Speaker of the Kosovo Parliament, Glauk Konjufca, said that members of the Kosovo Security Force can operate everywhere in Kosovo, including in the north, and similar statements could be heard recently from other Kosovo officials.

However, the director of the Office for Kosovo and Metohija, Petar Petkovic, reminded that the agreement, which was signed and guaranteed by the then Secretary General of NATO Anders Fogh Rasmussen with the authorities in Pristina in 2013, unequivocally stated that any military formations from Pristina could not operate in the four municipalities in the north of Kosovo, without the prior double approval of the KFOR commander and four mayors.

Kosovo online came into possession of a document signed in 2013 by the then Prime Minister of Kosovo Hashim Thaci and sent to the Secretary General of NATO, in which he guarantees that KSF will not undertake actions in the north of Kosovo without the prior consent of KFOR and the leaders of local governments.

"I welcome the fact that, in accordance with its United Nations Security Council mandate, NATO has a critical role in maintaining a safe and secure environment, and ensuring freedom of movement throughout Kosovo.

As you know, the Kosovo Security Force is a security instrument whose tasks include participation in crisis response operations, including peace support operations; provision of assistance to civil authorities in responding to natural and other disasters and emergency situations; conduct of explosive ordnance; and assistance to civil authorities through civil protection operations.

On behalf of the Government of the Republic of Kosovo, I hereby provide assurances that the Kosovo Security Force will would only undertake a mission in northern of Kosovo only with the prior concurrence from KFOR. This is fully in line with Kosovo's standing obligations vis-à-vis NATO, with which the Government of the Republic of Kosovo complies and regards with the utmost seriousness. It is also the understanding of the Government of the Republic of Kosovo that KFOR, in accordance with its mandate, may engage with legitimate representatives of local community in northern Kosovo as part of this concurrence process," the text of the document signed by Thaci states.
