Escobar: CSM is Kosovo's international obligation and no one can escape from it

The US Special Envoy for the Western Balkans, Gabriel Escobar, says that the Community of Serb-majority Municipalities is a legal obligation of Kosovo and that it cannot avoid that responsibility, Koha reports.
"CSM is an international legal obligation of Kosovo, Serbia and the EU that led the process, and we decided to support it. Therefore, a party or an individual cannot escape from that responsibility", Escobar said.
Escobar added that he had heard very constructive proposals from civil society, a multi-ethnic group that wanted the CSM to be formed, as well as from research organizations that had proposed how the CSM could function without jeopardizing the functionality of Kosovo or the Constitution and laws.
"Those are the partners that I'm going to start looking for to help us come up with some ideas and demystify and alleviate some of the fears that people may have about the implementation of that agreement," Escobar says.
