Hovenier: The normalization process concludes with mutual recognition

The U.S. Ambassador to Kosovo, Jeffrey Hovenier, stated today that the United States hopes to see real progress in the implementation of the agreements concluded between Kosovo and Serbia during 2023, emphasizing that "the normalization process concludes with mutual recognition, as both Kosovo and Serbia aspire to pursue their path to the EU".

"In February and March of this year, Kosovo and Serbia took brave steps toward normalization by concluding the Basic Agreement and its Implementation Annex. Although there have been delays, we are fully committed to their implementation," Hovenier noted in a video message on the "X" platform.

He added that the United States strongly believes that the citizens of Kosovo will benefit from the implementation of the obligations that both sides have based on these agreements.

"In 2024, we hope to see real progress. This includes Serbia taking significant steps to fulfill all obligations from the agreements, and likewise, Kosovo fulfilling all obligations, including progress regarding the Community of Serbian Municipalities. Ultimately, this normalization process concludes with mutual recognition, as both Kosovo and Serbia aspire to pursue their path to the EU. The implementation of the Basic Agreement and its annex is an important step toward that future," said Hovenier.

He outlined three main goals that, as he noted, the United States has for Kosovo, and on which they have worked together with the Government of Kosovo.

"To see Kosovo take its place in European and Euro-Atlantic structures, improve the rule of law and effective governance, and achieve inclusive human development and sustainable economic growth," the U.S. diplomat said.

He emphasized that the relationship between the U.S. and Kosovo is based on shared values - freedom, democracy, independence, and diversity. As he added, he believes that this partnership will continue and strengthen in 2024 in all sectors of joint work.

"The United States is proud of everything we have achieved together. Above all, the partnership and friendship between the United States and Kosovo remain strong. We wish you a healthy and successful 2024," concluded Hovenier.
