Kurti: I cannot form the CSM, it is under municipal jurisdiction
Kosovo Prime Minister Albin Kurti stated that he cannot establish the Community of Serb Municipalities (CSM) because, as he said, it is not within the jurisdiction of the executive branch but is instead under the authority of the municipalities themselves, according to Telegrafi.
"I cannot form the Community of Municipalities at the Republic level. It is up to the municipalities to create the community. Freedom of association is enshrined in our Constitution, as well as in the Law on Local Self-Government. Two articles clearly outline how a municipal association is formed. An association imposed from above is a dictate, not a voluntary union," Kurti said in an interview with Alsat M television.
Kurti emphasized that Serbia is focusing on old agreements made by its predecessors while failing to implement the most recent agreement for normalization.
"We have an agreement in Brussels. The agreement is a basic one for mutual recognition, at least de facto, and it must be implemented. But Serbia keeps bringing up old agreements that were annulled by the Constitutional Court. I do not deny the agreements made by my predecessors, but they should not be prioritized inappropriately," he stated.
Kurti further noted that the Brussels Agreement is not a "Swedish buffet" where Serbia can pick and choose what it wants and discard the rest.
