OSCE Official in Kosovo Jelena Djukanovic sentenced to six years’ imprisonment for espionage

An official of the Organization for Security and Co-operation in Europe (OSCE) Mission in Kosovo, Jelena Djukanovic, was today sentenced by the Basic Court in Pristina to six years’ imprisonment for the criminal offense of “espionage.”

Djukanovic was arrested on 28 February of last year, and the time she has spent in detention will be credited toward her sentence.

The trial panel noted that the defense has the right to appeal to the Court of Appeals within 30 days from the date of service of the judgment.

The Special Prosecution of Kosovo filed an indictment against Djukanovic on 2 September 2025, charging that, from an unspecified date until her arrest on 28 February 2025, while serving as a locally engaged OSCE official in the Regional Office in Mitrovica, she “with full awareness and direct intent committed multiple acts constituting active assistance to an intelligence service—the Security Information Agency (BIA) of the Republic of Serbia.”

She is accused of having provided “data, documents, and sensitive information obtained in the course of performing her official duties within the OSCE, through numerous communications with Aleksandar Vlajic, now convicted of espionage and identified as a resident agent of the BIA.”
