Baraliu: Obviously, the relationship between Kosovo and the international community, including Albania, is not at the best level

Professor of Constitutional Law from Pristina, Mazllum Baraliu, assessed that the cancellation of the joint session of the Kosovo and Albanian governments had been due to differences in the views of Prime Minister Edi Rama and Albin Kurti and added that relations were currently not at their best.

Baraliu states that one of the reasons is the publication of the CSM Draft proposal by the Albanian Prime Minister.

"Certain circles from Brussels forced Rama to take over some administrative duties. According to the Frenco-German implementation plan at this moment, it was not foreseen that someone else from the side, regardless of goodwill, could initiate the drafting of the CSM Statute. It seems that this is the cause to postpone the session of the two governments. It is obvious that there are differences of opinion, it is not very clear, where what is, but it is obvious that the relationship between Kosovo, the international community, including the government of Albania, is not at the best level," Baraliu explains.

Baraliu adds that in addition to the current situation in the north of Kosovo, the Prime Minister of Albania postponed the session because many other problems have been "swept under the carpet".

"According to my deep conviction, these disagreements are ideological, although both are democratically oriented, at least according to certain principles, regardless, the relations are not good. During the last parliamentary elections in Albania, Kurti was with his party, i.e. the representatives of the party, and talked to potential voters, and it may have been considered that someone from the outside, from another country, should not interfere. Kurti and Rama tried to solve the problems and sweep them under the carpet, but now it has already been revealed, after the publication of the CSM Draft and yesterday's cancellation of the session of the two governments, that relations are not the best," Baraliu says.

Baraliu notes that it is important to cooperate with other countries of the Western Balkans and adds that earlier joint sessions of the two governments did not bring any results, because the agreements that were signed were not followed through to the end.

The session of the government of Kosovo and Albania was supposed to be held today in Djakovica, but Albanian Prime Minister Edi Rama announced last night that it was canceled.
