Borrell: In the annex, it is clearly written that Pristina should immediately create the CSM

The High EU Representative for Foreign Affairs and Security Policy, Josep Borrell, pointed out tonight that in the annex to the implementation of the agreement on the normalization of relations between Kosovo and Pristina, agreed in Ohrid, it was clearly written that Pristina undertook to immediately establish the Community of Serb-majority Municipalities.

At the press conference after the meeting of EU diplomats, he said that he had informed the ministers about the agreement reached in Ohrid, which, he said, was the basis for the normalization of relations between Serbia and Kosovo.

"This agreement creates a new status, which means that we no longer have to look for hope in the dialogue, which allows us to no longer be in a crisis atmosphere, but to move on to the implementation of the agreement that was accepted on February 27," he said.

He stated that the EU member states had given their support and that the process was now starting.

Borrell emphasized that the agreement had entered into force when he had made the statement in Ohrid.

"There is no signing for legal reasons, but the two parties agreed that my statement was acceptance on their part to fully fulfill the obligations arising from the agreement and the annex for implementation,” Borrell pointed out.

The High EU Representative reiterated that the agreed provisions would be an integral part of Belgrade and Pristina's EU path.

"For Serbia, it will be through Chapter 35 from the negotiation framework; for Kosovo through a special group for normalization. This will be a concrete and explicit part of their efforts on the EU path. We will carefully monitor the implementation of these agreements," Borrell said.

When asked by journalists whether Serbia had an obligation to implement everything, including Article 4, which stipulated that Serbia would not block Pristina's membership in international organizations, Borrell, reports RTV, said that the agreement had to be implemented and that it would have some kind of calendar.

"This calendar asks both parties to fulfill their part. But a house cannot be built from the roof. It should be started with the most urgent things. There are several of them that are very, very urgent. It is clearly written in the annex that Kosovo commits to immediately creating the Community of Serb-majority Municipalities in the north of Kosovo. We will follow how the parties will fulfill the obligations that are an integral part of their journey to Europe,” he stressed.
