Hoti: The problem is not the format of the Dialogue but the lack of will to implement agreements

Afrim Hoti, a professor of law and international relations at the University of Pristina, told Kosovo Online that the dialogue between Belgrade and Pristina has resulted in key agreements brokered by the European Union and that the dialogue format should not be changed. The main obstacle, he argues, is the lack of political will on both sides to implement the agreed points.

"When we consider that there is an agreement in place, brokered by the European Union, as well as an action plan outlining how specific agreements should be implemented, we can say that the agreement is valid, and all we need is to address another aspect I wish to discuss—the way to implement it. However, at the moment, there is a lack of will to implement it on both sides," said the professor from Pristina.

He believes that the stalemate in the implementation of the agreement occurred because both sides were waiting for the results of the elections in the United States.

Now that a new administration is in charge in the U.S., Hoti assesses that there is a real chance for the dialogue to restart.

"All we need is some form of pressure, primarily from the EU, but also a revitalization of the process, which must come from the new U.S. administration. This administration should create and exert pressure on both sides to implement the agreement. If such pressure exists, then, from my perspective, no new format is needed, because there is no need for a new format when we already have an agreement in place," Hoti concluded.
