Former Vice President of the Constitutional Court of Kosovo, Kadri Kryeziu, stated that the Constitutional Court's decision is binding for all members of parliament, and if they do not comply with it, President Vjosa Osmani has the option to call early parliamentary elections.

“There is a deadline. The deadline is set. If it is not respected, there is a possibility for the president to dissolve the parliament and call early elections,” Kryeziu told Kosovo Online.

He explained that the Constitutional Court’s decision carries the force of a legal order.

“Each member of parliament has the obligation to form the institutions, specifically, the institutions of the parliament, including the election of the president and vice president of the Assembly,” Kryeziu said.

He expressed confidence that the new composition of the Kosovo parliament will be formed within the given 30-day timeframe.

“I believe the Kosovo Assembly will be constituted within ten days. For now, there is no alternative scenario. If these MPs do not implement the Constitutional Court’s decision, which is a legally binding order, then the president has the option to call early elections at the national level,” the former Constitutional Court judge specified.

He also explained that the law requires the Assembly’s presidency to include two representatives from minority communities, one from the Serbian community and another from a non-Serb minority group.

“If that is not achieved, then the president can step in,” Kryeziu noted.
