Kryeziu: Osmani has a legal and constitutional obligation to ensure institutions function

Former Vice President of the Constitutional Court of Kosovo, Kadri Kryeziu, stated that Kosovo President Vjosa Osmani "has a legal and constitutional obligation" to ensure the functioning of institutions. For that reason, he suggested she should turn to the Constitutional Court for clarification regarding the decision that gave members of parliament a 30-day deadline to constitute the Assembly.

"I suggested to the President that she submit a request to the Constitutional Court and ask what should be done after 30 days if the parliament is not constituted, because this concerns the formation of Kosovo’s institutions. She is the president and a symbol of the unity of the people of Kosovo, and she has a legal and constitutional duty to ensure the functioning of institutions," Kryeziu told Kosovo Online.

Osmani has initiated a series of meetings with political party leaders in an effort to resolve the institutional crisis.

However, it remains unclear whether Kosovo is closer to forming a new government or heading toward elections. Kryeziu dismissed the possibility that early parliamentary elections could be held on the same day as local elections, scheduled for October 12.

"That cannot happen because the opposition must give its opinion on early parliamentary elections. As far as I know, the opposition will not agree to have both local and parliamentary elections held at the same time," the former judge of the Constitutional Court of Kosovo said.
