Osmani: Formation of the CSM after Kosovo's admission to the Council of Europe

Kosovo's President Vjosa Osmani stated that Kosovo had committed to forming the Community of Serb-majority Municipalities in the Assembly by ratifying the agreement from 2013, as well as the Basic Agreement from February 2023, as reported by Gazeta Express.

Osmani made that statement, commenting on a letter she sent together with Kosovo's Prime Minister Albin Kurti and Parliament Speaker Glauk Konjufca to the rapporteur for Kosovo in the Council of Europe, Dora Bakoyannis, in which they committed to implementing the agreement, which includes the formation of the Community of Serb-majority Municipalities.

"This is not an obligation from March 2024 but from the Basic Agreement from 2023 accepted by the Kosovo delegation," Osmani said, adding that the formation of the CSM was not requested from Kosovo before its admission to the Council of Europe.

"My request was for the letter to include a part that emphasizes that every obligation of the Republic of Kosovo is implemented in accordance with constitutional law, laws of the Republic of Kosovo, the Constitution, and the rulings of the Constitutional Court. That is our framework, and we will never step out of it," Osmani said after a conference organized by the University of Pristina and the University of Arkansas, marking the 25th anniversary of NATO's intervention in Kosovo.

She added that she expected the Committee on Political Affairs and Democracy of the Council of Europe to accept Dora Bakoyannis's report today and that the General Assembly would then recommend membership.
