Osmani: Four conditions for the formation of the CSM; Borrell promised to me the lifting of sanctions against Kosovo

Osmani stated that no one asked her to accept the draft of the Community of Serbian Municipalities (CSM), but she is concerned about the competencies that CSM would have.

She mentioned that the agreement stipulates the existence of "self-government of the Serbian community" in Kosovo through CSM, but only, as she said, with respect to four conditions.

According to her, the first condition is that CSM must be in line with the Constitution, the second is to respect territorial integrity and sovereignty, the third is to respect the U.S. stance, and the fourth is to respect Mogherini's letter stating that CSM will not have executive powers, thus protecting the internal functionality of Kosovo.

Osmani suggested that the best solution would be for Kosovo to draft the plan together with the U.S. and present it as the Republic of Kosovo's project.

"I said this long before I said it publicly at every meeting we had with other institutions. However, such an initiative had to come from those leading the dialogue," Osmani stated, adding that such a draft would be in line with the Constitution, but it is not the president's role to create such documents.

When asked why she didn't try to convince the prime minister of this solution, she said that perhaps the arguments were not convincing enough for him.

"Because maybe the arguments were not convincing to the prime minister. What else do you want me to tell you?" replied Osmani.

Speaking about EU measures towards Kosovo, Osmani said that "stubbornness is sometimes healthy" and that Kosovo's interests must be stubbornly defended.

"It is also necessary to choose the right moment to use such stubbornness. In the event that any of us requests a change in borders, division of Kosovo, or the defunctionalization of Kosovo, then we must stubbornly defend our right for Kosovo to remain a functional, sovereign state within current borders, our Constitution, regardless of who we are talking to. In case we are asked for things that do not endanger these values and principles, I am for not trying to be or show ourselves stronger than we really are," said Osmani.

During her appearance on the "Klik" show on RTV21, Osmani emphasized that she insisted on presenting a clear path to lifting sanctions on Kosovo, and Borrell is responsible for drafting that proposal, after which formal EU measures would be lifted.

Osmani mentioned that Borrell promised her to draft such a proposal.

"We expect that proposal very soon," Osmani said.

She reiterated accusations against Serbia regarding events in Banjska and stated that investigations from unspecified countries support this, but she is disappointed that allied countries have not imposed measures against Serbia.

"We have to wait a little longer, as our allies told us, because each of them has their internal procedures when publicly announcing the results of investigations or conclusions, so we are cooperating with them. I do not rule out the possibility that we will come to such conclusions very soon, but do not forget that we are Kosovo and we assess our interests, while these countries assess the moment in relation to their interests and the way they value regional interests and relationships they have with Kosovo and Serbia, but also the talks within NATO, where, unfortunately, we are not present," said Vjosa Osmani.
