Stosic: Inevitable that the final version of the CSM statute will be discussed in Brussels

Program Manager at the Center for Advocacy of Democratic Culture (ACDC), Slobodan Stosic, tells Kosovo Online that it is inevitable to continue negotiations on the Community of Serb Municipalities statute in Brussels because, as he says, the draft offered by the European Union is not a final document and contains many ambiguities, at least according to the version of the draft that has reached the media.

“There are many things that are not finalized, for example, schools or healthcare facilities in some villages that are not part of the CSM, so there will be room for harmonization between the offered and final versions. I am not optimistic that such a thing can be accomplished during Miroslav Lajcak's term because we still have a situation where the mayors of four municipalities in the north are Kosovo Albanians, making the formation of the Community impossible. Another issue is the question of the dinar, around which an eighth meeting is announced without a final solution, and I am truly not optimistic that Lajcak's mandate can be crowned with the formation or the beginning of the formation of the CSM,” Stosic said.

When asked whether it is logical for Western countries to demand that Pristina sends a draft to the Constitutional Court for assessment, even though Brussels has not confirmed whether there is agreement on it from both sides, Stosic said it was strange to send a document that was not a final version.

“This is probably something that has been set as one of the prerequisites for Kosovo's admission to the Council of Europe, to facilitate Kosovo by having this version approved, with the final version potentially differing in smaller segments,” Stosic concluded.
