Zecevic: CSM has already been agreed upon; it cannot be put in the same basket as the European proposal

The Community of Serb-majority Municipalities (CSM) has already been negotiated and should now be implemented. Therefore, according to the normal order of things, the CSM some first, and only then the European proposal can follow, and those two things should not be put in the same basket, Slobodan Zecevic from the Institute for European Studies says for Kosovo Online.

Zecevic points out that Serbia implemented the most important part of the Brussels Agreement by integrating the judiciary and the police, and in return, it did not receive the Community of Serb-majority Municipalities, which Pristina still refuses to implement.

"I don't know if the statement of the EU official before the meeting on Monday in Brussels that signing the European agreement means automatically accepting the CSM, is in fact an attempt to get the Albanians to accept the CSM, which they have so far refused, but those two things should not be put in the same basket because the CSM was agreed upon back in 2013," Zecevic emphasizes.

Our interlocutor also states that the agreement on the normalization of relations that appeared in the media is quite ambiguous.

"There are parts where it is implied that Serbia and Kosovo are two equal parties, which certainly does not suit us. I am not sure if this is an attempt by the EU to push the European agreement along with the CSM to the Albanians, but according to the order of things, those things that were agreed upon should be implemented first," Zecevic says.
