Who's Who – Antero Lopes: New Head of EULEX, Portuguese diplomat and police officer well acquainted with Kosovo
Antero Lopes of Portugal has been appointed as the new Head of the European Union Rule of Law Mission in Kosovo (EULEX).
Lopes will lead the EULEX Mission from 10 August 2026 until 14 June 2027. He is a senior international official with 40 years of national and international experience, including nearly three decades in senior leadership positions within the United Nations.
He has served in complex, multidimensional peace operations across Europe, Africa, and Asia. Notably, this is not his first assignment in Kosovo or the Western Balkans.
According to his official biography, Lopes spent nearly six years with the United Nations Interim Administration Mission in Kosovo (UNMIK). He also served for two years with the United Nations Protection Force (UNPROFOR) in Croatia and Bosnia and Herzegovina, where he held the positions of Regional Commander and Chief of Operations.
During his assignment in Kosovo, his work focused primarily on the rule of law and institutional development.
In 2000, he served as Deputy UN Police Commissioner in the United Nations Transitional Administration in East Timor (UNTAET), and later, in 2006, as Acting UN Police Commissioner in the United Nations Integrated Mission in Timor-Leste (UNMIT).
Lopes also worked in the UN Department of Peacekeeping Operations, where he served as Deputy Police Adviser and contributed to the development of the policing component of UN peacekeeping missions.
He participated in the assessment, planning, and operational support of UN missions in countries including Haiti, Liberia, Sierra Leone, the Democratic Republic of Congo, Côte d'Ivoire, and Afghanistan.
Throughout his career, Lopes has combined strategic leadership with operational command, gaining extensive experience in cooperation with governments at the highest political and institutional levels.
He possesses in-depth knowledge of the European Union's external action, as well as the frameworks of the Common Foreign and Security Policy (CFSP) and the Common Security and Defence Policy (CSDP). He aligns political strategy with operational activities to ensure consistency and effectiveness while promoting integrity, inclusiveness, accountability, and teamwork.
His areas of expertise include diplomacy, the rule of law, security sector governance, crisis management, mediation, and institutional reform. He has led large multidisciplinary and multinational teams in demanding and politically sensitive environments.
He has successfully managed operations, human resources, public policy, and reform processes, overseen mission transitions and reorganizations, improved organizational efficiency, and delivered results while ensuring the efficient use of resources.
Lopes is recognized for his skills in mediation, negotiation, decision-making, and analytical work under pressure. He has particular expertise in linking policy, security, and the justice sector.
Before joining the international civil service, Lopes served as a police officer in Portugal, holding both operational and leadership positions, including responsibilities in crime prevention and investigation, strategic planning, and institutional reform.
He holds degrees in Political Science, International Relations, and European Studies, including studies at the University of Lisbon and the College of Europe in Bruges. He also completed the Advanced Management Program for Senior Executives at Harvard University.
