Analysts: If the Government of Kosovo does not show the will to establish the CSM, the situation in the north may escalate

The meeting convened by the American Embassy with political parties and civil society in Kosovo for January 31 is considered the starting point for the construction and content of modalities for the formation of the Community of Serb-majority Municipalities, and analysts in Kosovo state that the situation in the north may escalate if the Kosovo government does not show the will to establish CSM, Ekonomia online reports.

Analysts say that the formation of the CSM paves the way for discussion of the Franco-German proposal.

Analyst Afrim Kasolli is skeptical about reaching any agreement because the formation of the Community is an obligation of Kosovo and should be formed as such.

"This meeting is on the trail of these diplomatic and political efforts of the US to create a climate with political parties, with civil society, to work on its establishment. Of course, until now we have seen different positions of the prime minister regarding this topic, on the one hand, he says that he will not form the CSM and on the other hand he signed an agreement in Brussels with which he is obliged to implement all the agreements reached so far," Kasolli says.

He adds that he sees this meeting as the beginning of a process for the US to work with all political and public factors in Kosovo to create a climate for the establishment of this community.

"According to the American administration, the CSM must first be established, which Kosovo is obliged to form, and then proceed to the discussion of the Franco-German plan. The government's strategy is to try to delay this process and not take political and legal responsibility," Kasolli says.

Kasolli says that Kosovo threatens its relations with the US, but also risks the escalation of the situation in the north of Kosovo if this agreement is not implemented.

"If this is not accepted and there is tension between the government and the US administration, then there may be a bigger blockade that will paralyze the government and will not be able to function and carry out its political duties. Scenarios are not excluded here, the situation in the north can escalate again if the Kosovo government does not show the will to establish the CSM," Kasolli says.

Political analyst Albinot Maloku does not expect much from the meeting at the US embassy and says that only the modality of forming the CSM will be discussed.

"This will certainly be a discussion about the fact that the Government participates in one form or another through one of its members who is connected to Minister Rasic, despite the fact that from the point of view of voting, he does not represent the electorate, even within the Government, but he will say what he thinks. In fact, this will only be an informative discussion on the modality and forms of what this Community will look like in the future," he said.

Maloku stated that Kosovo did not even have the opportunity to say "no" to the formation of the Community, except to find the best possible modalities.

"For Kosovo, this has become an urgent problem that needs to be solved, as American diplomats also say, and Kosovo does not even have the opportunity to say no, except to find the best possible modalities for implementation and form the CSM. The meeting will discuss the modality of forming the Community, not whether it should be formed, but the modality of what it will contain and what its forms will be", Maloku says.
