Bislimi: We did not discuss the draft of the CSM Statute; without signatures, there is no formation

The chief negotiator for Pristina in the dialogue with Belgrade, Besnik Bislimi, stated that in today's meeting in Brussels with the EU Special Representative for the dialogue, Miroslav Lajcak, they had not discussed the draft of the CSM Statute, although he confirmed that it had been on the agenda. 

Bislimi, speaking to journalists after the meeting, said that Pristina would not initiate the formation of the CSM without the signing of three agreements.

"The implementation cannot start without signatures because we need assurance that we have a valid agreement that carries obligations for the other party", Bislimi said.

He assessed that the most important point of today's meeting had been the discussion on finalizing the draft sequence of the Basic Agreement of February 17 and the annex for its implementation of March 18.

"Lajcak brought us a new draft last week, which, for the first time, introduces complete parallelism in the implementation of the agreement", Bislimi stated.

Bislimi stated that the meeting had also addressed the issue of missing persons, where, according to him, after the Pristina side accepted an amendment, the document had been considered adopted. He said that Lajcak believed they were very close to signing agreements on energy and had set the deadline for the next week.

According to him, there were discussions about two or three additional steps that can be taken for the Serbs after they change license plates, as well as the next steps for holding extraordinary elections.

He said there had been no discussions about upcoming meetings, but added that Lajcak wanted a separate meeting to discuss the implementation of previous agreements.
