Senior researcher at the Kosovo Democratic Institute (KDI), Vulnet Bugacku, commenting on the Constitutional Court’s decision that the constitutive session of the Kosovo Assembly cannot be considered concluded without the election of a deputy speaker from the Serbian community, told Kosovo Online that the decision is preliminary and contains some of the main points of the judgment’s dispositive.
According to the Court’s decision, Bugacku explained, the fact that the Assembly cannot be considered constituted without the election of the speaker and all deputy speakers has been legitimized.
“As for the further procedure, we now need to wait for the publication of the decision and its full reasoning, so that the path to be followed in connection with the election of the deputy speaker from the Serbian community can be clearly understood,” Bugacku said.
