Cakolli: Kosovo has entered the worst possible institutional scenario

Eugen Cakolli, associate of the Kosovo Democratic Institute, says that Kosovo has entered the worst possible institutional scenario and that the constitution of the parliament could be delayed indefinitely. This situation also highlights that the Self-Determination Movement does not have a parliamentary majority, the analyst emphasizes.

“There are no legal deadlines, which means this situation can continue indefinitely, even though this is, let’s say, the worst possible scenario for Kosovo’s institutions,” Cakolli told Kosovo Online, commenting on the latest postponement of the constitution of the Kosovo parliament.

Cakolli says that the Self-Determination Movement postponed the session for another 48 hours, but without the intention to hold another vote for their candidate Albulena Haxhiu, thereby showing that they lack a parliamentary majority.

“Unfortunately, due to the absence of a candidate’s name submitted for the voting procedure, we will have these kinds of sessions at least every 48 hours. That means MPs will participate in sessions practically every two days. This shows not only that Self-Determination doesn’t have enough votes, but this time, unlike the session held two days ago, they didn’t even use their exclusive right to nominate a candidate. They only declared that they still support the same candidate,” Cakolli said.

He explains that the opposition might use this moment to appeal to the Constitutional Court.

“If this situation repeats, in my opinion, it could serve as grounds for other political parties to submit a request to the Constitutional Court and try to seek an interpretation of whether someone can exercise their exclusive right if they don’t actually propose a name for the Speaker of Parliament,” Cakolli stated.
