Diplomat and university professor Bljerim Canaj stated that Self-Determination, as well as other political parties in Kosovo, are using the Constitutional Court as a tool to buy time.

Commenting on the numerous appeals and requests for constitutional review, Canaj had no doubts that it is a matter of “time-buying.”

“They are exploiting the Constitutional Court. As soon as a question is sent to the Constitutional Court, it has to respond, regardless of who submitted it. And there you have it—they want to use the Court to gain more time,” Canaj told Kosovo Online.

He added that this is at the same time a consequence of the lack of political understanding among the parties.

“We all know that where political understanding between parties is needed, everything cannot be left to the Constitutional Court. But the Court is open to everyone, and they are using that opportunity to ‘steal time,’” Canaj explained.

He further noted that many of these questions have been raised even though the likely outcome was clear from the very beginning.

Canaj is also confident that the institution will not allow any decision to contradict the Constitution.

“It depends on ‘who and what,’ but when something goes against the Constitution, they will certainly not allow it. All these parties are just gaining time. We’ll see what happens, but I am sure—and so far it has always been the case—that the Constitutional Court will not permit anything that is unconstitutional,” Canaj concluded.
