Ceku: They can form the CSM as requested, but it will fail again at the Constitutional Court

Kosovo's Minister of Culture, Youth, and Sports, Hajrulla Ceku, says that it is possible to form the Community of Serb-majority Municipalities, which is requested in the Annex to the Implementation of the Agreement with Serbia, but that it will immediately go to the Constitutional Court for consideration, where it will fail again, Bota Sot reports.

Ceku adds that whatever is formed will fail if it does not pass the test of the Constitutional Court.

"I don't think that we already have a crystallized model of how to realize that obligation that we have, but it is already part of this agreement as the only provision for the Serbian community living in Kosovo," Ceku said.

According to him, the basic principles that the Prime Minister of Kosovo emphasized were the Constitution of Kosovo and the Constitution's opinion on the agreement from 2015.

"Perhaps neither the Constitution nor the decision of the Constitutional Court is mentioned, which says that 23 articles are not in accordance with the Constitution, but they are insurmountable realities. A new community can be created here, but it will still not pass the test of the Constitutional Court," Ceku said.

He adds that neither Kurti nor anyone else can "push" something that contradicts the Kosovo Constitution.

"Everything that contradicts the Kosovo Constitution, that falls on its mono-ethnic character, and violates the essence of our Constitution, cannot pass," Ceku said.
