Hovenier: CSM should not have executive powers; I don't see autonomy under those conditions

The United States Ambassador to Kosovo, Jeffrey Hovenier, stated in a press conference today that the US believed that the Community of Serb Municipalities should be formed in accordance with Kosovo's current Constitution and in line with the Constitutional Court decision on this matter.
"There should not be any executive authorities, so I don't see how you can have autonomy under those circumstances. You can't. We believe that the draft statute that has been presented to the Government of Kosovo conforms with those criteria that I have outlined," Hovenier said.
As he added, it is the Constitutional Court that will determine whether the draft is in compliance with the Constitution.
Hovenier also expressed his concern that many people who had not seen the draft statute had been engaging in its interpretation.
"That's quite an impressive trick," Hovenier remarked.
