Rukiqi: The government of Kosovo is amateur; constantly violating the Constitution and laws

The former head of the Kosovo Chamber of Commerce, Berat Rukiqi from the LDK, said today that the management of their own resources and funds was exclusively the responsibility of the municipalities, stressing that the current government by implementing new measures violated the Constitution and showed amateurism, Klan Kosova reports.

Rukiqi says that the Ministry of Finance of Kosovo interferes in the jurisdiction of municipalities when it comes to the funds of local self-governments.

"It seems impossible that this government does not violate laws and the Constitution. It is an arbitrary action of the Ministry of Finance. It is an action that they do intentionally or unintentionally, but it is contrary to the development of municipalities," Rukiqi said.

He points out that the management of own funds belongs to the municipalities themselves.

"Management of municipalities, management of their own resources is the exclusive competence of municipalities. They can decide how to distribute those funds. That is the responsibility of municipalities according to the Law on Local Self-Government and the Law on Public Finance Management," Rukiqi stated.

If the Ministry of Finance did not withdraw, Rukiqi emphasized that this decision would also go to the Constitutional Court for decision.

"This government is very amateurish in its actions. When we send laws to the Constitutional Court and they return them as unconstitutional, they interpret it as an obstacle to reforms. Until now, the Constitutional Court has guaranteed a fair and proactive approach to the defense of constitutionality," Rukiqi warned.
