Cakolli: Uglanin violated the law, rejecting the request for the mayor's removal is not within his jurisdiction

Eugen Cakolli from the Democratic Institute of Kosovo pointed out that the President of the Assembly of the Municipality of North Mitrovica, Nexhat Uglanin, had violated the law by rejecting the citizens' request for the removal of Mayor Erden Atiq.

Cakolli stated on Facebook that the president of the municipal assembly did not have the jurisdiction, according to the law or administrative instructions, to assess the acceptability of the request, let alone reject it.

"The President of the Assembly of the Municipality of North Mitrovica has violated the law and other acts by deciding to reject the citizens' request for the removal of the mayor. The chairman has no authority, according to the law or administrative instructions, to assess the acceptability of the request, let alone reject it," Cakolli emphasized.

He clarified that the role of the president of the municipal assembly was purely symbolic, and his authority was only to inform other instances.

"This obstructive approach complicates the implementation of the government's obligations in the north and demonstrates institutional irresponsibility," Cakolli concluded.

A few days ago, a group of citizens submitted a request for the removal of the mayor of North Mitrovica, Erden Atiq. However, the municipal assembly gave a negative response, rejecting the request because, as they stated, it is not in line with the Administrative Instructions of the Ministry of Public Administration and Local Self-Government.

Uglanin confirmed the news to Telegrafi, saying that they had officially responded to the initiative group, the Ministry of Public Administration and Local Self-Government (MAPL), and the Central Election Commission (CEC) today.

According to him, the request from that initiative group is not in line with the Administrative Instructions of MAPL No. 02/2023 for the dismissal of the mayor from his function.
