Davenport: The formation of the CSM is a result of the 2013 agreement

The Head of the OSCE Mission in Kosovo, Michael Davenport, stated for RTK2 that the formation of the Community of Serb-majority Municipalities was the result of the first agreement from 2013.

As he stated, the OSCE Mission was ready to support the implementation of that agreement if there was a statute that was in line with the obligations within the dialogue and met all the needs.

"It is important to see progress in the implementation of all other agreements and to move towards a comprehensive legally binding agreement between Belgrade and Pristina", Davenport added.

According to him, it is up to the political leaders of Kosovo and Serbia to find a solution to de-escalate the situation, especially after the events in Banjska on September 24.

"The armed attack on the Kosovo Police in Banjska was a serious incident. It is important to calm the situation now. We have seen that KFOR has increased the number of soldiers in the north after these incidents. I believe that it is now up to political leaders to find a concrete way to seriously de-escalate the entire situation, to move forward, and this concerns the implementation of all agreements in the dialogue between Belgrade and Pristina. To avoid any new tension", Davenport said.

Speaking about the situation in northern Kosovo after the Serbs left the institutions, the Head of the OSCE emphasizes that the composition of the police should reflect the composition of the population.

Asked to comment on the non-holding of Serbian elections in Kosovo, i.e., the collection of votes, which was the responsibility of the Mission in previous years, Davenport said that he had received a response from the Kosovo Government that there were no security conditions for conducting that process.

He reiterates the clear position of the OSCE Mission regarding the non-implementation of the Constitutional Court's decision to return the land to the Decani Monastery.

He therefore calls on the authorities once again to implement the court's decision from 2016.

"This decision was made seven years ago, and it is unacceptable that it is not being implemented. It concerns the property of the monastery, which is 24 hectares. We call on the relevant authorities to fulfill all their obligations to register this land in the cadastre. This is a clear issue, it is a matter of the rule of law", Davenport concluded.
