Hoxhaj: The EC Report makes it clear that the Brussels Agreement and the Community of Serb Municipalities are in force
Democratic Party of Kosovo member Enver Hoxhaj stated that the European Commission's Progress Report clearly indicates that the Brussels Agreement and the Community of Serb Municipalities are still in force.
Hoxhaj wrote on Facebook that it is unfortunate the transformation process has been halted and blocked, as in his words, Kosovo has not undergone internal reform in any sector nor achieved success in foreign policy in recent years.
"Kosovo only gains obligations from the dialogue with Serbia, without any concrete benefits and without political or financial support. The progress report clearly states that Kosovo is not expected to gain candidate status in the near future. After the application in December 2022, Kosovo's request has not been addressed in Brussels at all, neither in writing nor with any informal political commitment," Hoxhaj wrote.
He added that the Report highlights that Kosovo must implement the Brussels Agreement and the Ohrid Annex.
"It is also clearly emphasized that the European proposal for the Community is a done deal for the EU, and Kosovo just needs to implement it. What is quite disturbing in the report is the text that states: Kosovo and Serbia are expected to fulfill their obligations arising from the Agreement on the path to normalization. This includes the establishment of the Community of Municipalities with a Serb majority. Kosovo is expected to initiate the process leading to the creation of the Community based on the European proposal presented to the parties on October 21, 2023. Serbia, in parallel, is expected to start fulfilling its obligations under the Agreement by recognizing Kosovo's documents, symbols, and institutions," Hoxhaj added.
