Krasniqi: Broad delegations in the dialogue contribute to increasing transparency and accountability
University professor Kole Krasniqi told Kosovo Online that the success of the Belgrade–Pristina dialogue depends solely on the political will of the negotiating parties, but that expanding the negotiating delegations could bring many substantive benefits, such as increased professionalism and the quality of agreements, because negotiating delegations include experts from relevant fields.
"Moreover, expanded and professional delegations contribute to depersonalizing the process, due to the fact that the current personalized model Vucic-Kurti, Petkovic–Bislimi, keeps the dialogue dependent on personal styles and conflicts. Broad delegations institutionalize the process and increase stability and contribute to greater transparency and accountability," Krasniqi says.
However, regardless of the composition of the delegations, he emphasizes that the success of the dialogue depends solely on the political will of the negotiating parties and on the establishment of binding and punitive mechanisms by the European Union and the United States.
"Therefore, in order to achieve real progress in the dialogue, what is needed is a complete reconceptualization of the process, a clear final goal, guarantees for the implementation of agreements and warnings about consequences, a symmetrical approach to both sides, broader inclusion of international partners, depersonalization and professionalization of negotiations, and a shift of the dialogue from crisis management to a final solution. Only a new, balanced and binding architecture can end the current deadlock and create real conditions for sustainable normalization between Kosovo and Serbia," Krasniqi concludes.
