Marmulakaj: Compensation payments ahead of elections favor the ruling party

Cemajl Marmullakaj, a researcher at the Kosovo Law Institute, assessed that the Government’s decision to grant financial compensation to certain categories of the population during the election campaign favors the ruling party and discriminates against others who do not have access to such public resources.

As he pointed out, this creates inequality.

“It gives a certain political caste the opportunity to use state property for party or even personal benefit.

This should not happen, and it is up to the citizens to judge such an approach. However, legal institutions should also examine to what extent the abuse of state property may occur,” Marmullakaj said, as reported by Koha.

At the same time, Eugen Cakolli, a researcher at the Kosovo Democratic Institute, assessed that after the establishment of a functional parliament, electoral legislation should clearly define what is considered a public resource and which resources may be used, so that political parties that are not in power would not be placed at a disadvantage.

According to him, this is a prerequisite for guaranteeing fair electoral competition.

“Experience from the last three election cycles shows that there have been numerous cases of the use of public resources during campaigns, including financial decisions such as the payment of allowances, subsidies, and similar measures, which placed parties not in power at a disadvantage,” Cakolli said.
Kosovo’s caretaker government today adopted the “Anti-Inflation Package 2.0,” which envisages one-time assistance of 100 euros for pensioners, students, children, and private sector workers.
