Miftaraj: Rasic has no right to nominate himself for Deputy Speaker of Parliament

Director of the Kosovo Law Institute, Ehat Miftaraj, stated that MP Nenad Rasic has no right to nominate himself for deputy speaker of the Kosovo Assembly, since the Constitution and established practice require a written proposal submitted by the majority of MPs from the non-majority communities—in this case, the Serb List.

“According to the Constitution of Kosovo, Constitutional Court rulings, and established practice, proposals for deputy speakers from non-majority communities must be submitted in written form,” Miftaraj said, as reported by Index Online.

He emphasized that in this context, the Serb List—which holds the majority of seats guaranteed to the Serb community and, with nine seats, the largest number of MPs among non-majority communities—must play the key role in putting forward such nominations.

“Moreover, Article 12 of the Constitution is very clear regarding the written proposal and the requirement that the proposal must come from the majority of MPs of the non-majority communities,” Miftaraj underlined.

MP Nenad Rasic of the Party for Freedom, Justice and Survival nominated himself today for the position of deputy speaker of the Assembly, after the Serb List had nominated Slavko Simic for the same post.
