Pavkovic: Kurti is buying time for new elections because he has no solution for the president

Milos Pavkovic, strategic director of the Center for European Policy in Belgrade, believes that the constitution of the Assembly and the formation of the Kosovo government are part of Prime Minister and Self-Determination leader Albin Kurti's tactic of buying time for new elections, which he will try to organize at the end of December.

“Kurti is buying time because he has no solution for the election of the president. And this is part of that tactic of buying time. The government has been elected, but the Constitutional Court is being awaited. This buys time, because the election of the president can then be put on the agenda,” Pavkovic told Kosovo Online.

He explains that Kurti's goal at this point is to buy as much time as possible in order to “make it” to December and the winter holidays, when he can go to early elections again and attract votes from the diaspora.

Pavkovic noted that Kurti is no stranger to operating in a caretaker capacity, that is, to having the government he leads operate as a caretaker government.

He recalled that for much of this year, as well as much of last year, the Kosovo government operated in this manner, but noted that Kurti's first government, formed in 2020, also fell after less than three months and remained in a caretaker capacity for several months.

“A caretaker mandate is something Kurti has become accustomed to and that actually suits him, because it reduces his responsibility and makes it easier for him to conceal violations of the law and the Constitution. Throughout the caretaker mandate, he is effectively campaigning,” Pavkovic concluded.
