Prenkaj on law amendments and presidential question: Solution lies in Kurti’s hands

Former diplomat Albert Prenkaj said that, following the adoption of amendments to the Law on the Specialist Chambers in the first reading, there were two options—one favored by Albin Kurti, who is calling for the process to move on to the election of a new President, while the PDK is demanding that the law immediately proceed to a second reading and that the President be elected only afterward. Prenkaj said this could prove to be the main “stumbling block.”

“I believe the solution is in Albin Kurti’s hands. He can either provide the country with functioning institutions or take it to elections,” Prenkaj told Kosovo Online.

Regarding the statement by Assembly President Albulena Haxhiu, who said she was considering referring the matter to the Constitutional Court if Kosovo failed to elect a President with a full mandate, Prenkaj assessed that the aim of such a move was to buy time so that elections could be “timed” to suit Self-Determination.

“In terms of timing, that could mean December, as was the case last year, when Kosovo is flooded with members of the diaspora, an electoral constituency that has largely supported Self-Determination in recent years,” Prenkaj said.

Kosovo Online’s interlocutors, in an analysis of the possibility that Kosovo may fail to elect a President in the final hours of the deadline set by the Constitutional Court, pointed out that there were several gaps in the legal framework that the judges could be called upon to “fill.”
