Spahiu: The issue of the Community does not depend on whether the Kosovo government is in a caretaker or full mandate

Analyst Nexhmedin Spahiu said that a Kosovo caretaker government would work to the detriment of Kosovo Prime Minister Albin Kurti, and that the formation of the Community of Serb Municipalities does not depend on whether the Government of Kosovo is in a full or caretaker mandate.

Spahiu told Kosovo Online that the issue of forming the CSM depends on the Brussels Agreement.

“The Community of Serb-majority Municipalities does not depend on whether Kurti is in a caretaker or full mandate. He did not resolve that issue even when he was in a full mandate. This relates to the Brussels Agreement, and Kurti is waiting for the Community of Serb-majority Municipalities to be established simultaneously with the opening of permanent diplomatic missions of Kosovo in Belgrade and Serbia in Pristina, which would mean both de facto and de jure recognition of Kosovo,” our interlocutor said.

Spahiu states that in the previous period Kurti did not properly use a caretaker mandate, given that there was no reaction from opposition parties.

“He used that vacuum to do things that were necessary for him, although he was not actually allowed to do so,” he added.

A caretaker government, Spahiu assesses, works to Kurti’s detriment.

“It suits him to complete a full mandate, because he won the elections with 51 percent of the vote. He was bluffing, thinking the opposition would be afraid of elections, and he wanted to appoint his own person as president, however, the opposition did not fall for it. Now he will most likely have to go to elections, and he will probably not achieve the same result as on December 28,” Spahiu concluded.
