Ivic: Kurti has crossed the Quint’s “red lines,” CEC Decision was directed against the Serbian Community

Petar Ivic, associate of the Pupin Initiative, assessed that the decision of the Self Determination Movement to ban the Serb List was directed against the Serbian community in Kosovo, after which the Quint countries unequivocally conveyed to Albin Kurti that he had “crossed the red lines.”

“This decision was certainly aimed against the Serbian community. However, given the swift and unequivocal response of the U.S. Embassy in Kosovo, we can expect that in the case of further incidents they would again react and ensure the proper conduct of the electoral process. Still, it would not be surprising if Kurti were to undertake further destructive actions,” Ivic told Kosovo Online.


On Sunday, the Election Complaints and Appeals Commission ruled in favor of the Serb List, upholding its appeal against the decision of the Central Election Commission not to certify its candidate list for the October 12, 2025 local elections.

This annulled the CEC decision of August 21, which had rejected the certification of Serb List candidates.

Representatives of the Self Determination Movement had voted for the ban, and according to Ivic, there were “two motives” behind this decision of party leader Albin Kurti.

“The first is certainly the undermining of the Serbian community in Kosovo, with the aim of presenting himself in the election campaign as a ‘sovereigntist’ and ‘nationalist’ and further consolidating his standing among his electorate. The second motive behind these unconstructive, unilateral actions is to ‘test the waters’—to see how far he can go before reaching the ‘red lines’ of the Quint. As we saw, those ‘red lines’ were indeed crossed, since on August 21 Kurti met with the U.S. Embassy’s Chargé d’Affaires, Ms. Paratipati, who unequivocally condemned the decision and expressed the need for candidates to be freely allowed to run, particularly Serbian ones,” Ivic explained.


He added that, regardless of the motives, Self Determination has been weakened following the international reaction to the ban on the Serb List.

“With this decision and the Quint’s condemnation, an ideal opening has been created for opposition parties, which will now likely attack Self Determination on the grounds that it is undermining Kosovo’s traditionally good relations with the Quint countries, their strongest allies,” Ivic specified.

He further noted that this fact may create “problems in the narrative” for Self Determination during the election campaign.

“The biggest beneficiary, alongside the opposition parties in Kosovo, is the Serb List, which will be able to ‘exploit’ this measure in its own campaign to further mobilize and unite the Serbian community in Kosovo,” Ivic concluded.
