Andric Rakic: If no one wins a clear majority, further attempts to delay the formation of institutions are possible

Milica Andric Rakic, a Program Manager at the NGO Social Initiative, told Kosovo Online that the timing of when Kosovo may get a new government will depend on the results of the 28 December elections, and that further attempts to delay the formation of institutions may occur if no political actor secures a clear majority.

She notes that the delays following the 9 February elections were conditioned by the election results, as neither the former opposition nor the ruling party had a clear majority.

“Everything will again depend on the election results. If they are very similar—and it seems they will be—and if Self-Determination fails to gain an additional ten percent advantage that it needs, I expect we will see similar attempts to delay the formation of institutions. In that way, Self-Determination would once again prolong the duration of the technical government and its own hold on power, even if weakened both in terms of legitimacy and legality—that is, in terms of what a technical government is legally permitted to do,” Andric Rakic says.

If no clear majority emerges for electing a new President of Kosovo, she adds, elections might again be held in April.

“The situation is truly very unstable, both institutionally and politically, and everything will depend on whether the pendulum swings by those necessary ten percent to one side or the other—or whether we will once again have a similar distribution of votes,” she concludes.
