Baraliu: Osmani should refer the matter to the Constitutional Court if no solution is found in the Assembly

Kosovo President Vjosa Osmani should initiate a case before the Constitutional Court if no solution is found for the situation in the Assembly, university professor Mazllum Baraliu told Kosova Press.
According to him, the parliamentary deadlock cannot be prolonged indefinitely.
"It is the duty of this political class, especially the winning parties that secured mandates in the Assembly, to find a solution and not allow the situation to drag on endlessly. A solution always exists when there is will, understanding, and awareness of the high political and state responsibility of political actors. If that does not happen, then the President has the constitutional right to refer the matter to the Constitutional Court, and she should do so if this deadlock continues indefinitely," Baraliu said.
Regarding the claims made by MPs from the Self-Determination–Guxo–Alternativa coalition that legal and constitutional deadlines stipulate that the Assembly must be constituted within 30 days after the certification of election results, Baraliu clarified that the constitutional provision requires that the constitutive session begin within 30 days, not necessarily conclude.
"The relevant constitutional provision states that the constitutive session must begin within 30 days from the certification of the election results. Thus, it is about the beginning, not the conclusion," Baraliu explained.
