Botapress: Kurti and Murati gave instructions to Basha during the vote for deputy speaker from the Serb community
The current caretaker Prime Minister Albin Kurti, together with the caretaker Minister of Finance Hekuran Murati, were seen actively involved during yesterday’s parliamentary session, giving instructions to the new Speaker of the Assembly, Dimal Basha.
In a video published by Indeksonline, Kurti and Murati can be seen directly communicating with Basha and giving him instructions, shortly after he assumed the post of Assembly Speaker from the ranks of the Self-Determination Movement, Botapres reports.
During the vote for deputy speaker of the Assembly from the Serb community, Kurti’s party, the Self-Determination Movement, wanted Nenad Rasic to be elected to the position, while Igor Simic, representing the Serb List, nominated Slavko Simic.
However, Simic did not receive a single vote from MPs of Albanian parties, leaving his candidacy without sufficient support.
Basha scheduled a new session for Thursday, when the process of electing the deputy speaker of the Kosovo Assembly from the Serb community is expected to continue.
Vullnet Bugaqku from the Kosovo Democratic Institute stated that the procedure of separate voting for each candidate proposed from the non-majority communities was not only contrary to the constitutional requirement for voting, but also to the Constitutional Court’s ruling.
“The Court stressed the importance of respecting procedures provided by the Constitution, the Rules of Procedure of the Assembly, and established parliamentary practice, as a guarantee of the institutional legitimacy of constituting the Assembly,” Bugaqku noted in a Facebook post.
Political analyst Ilir Deda also assessed that the saga over the constitution of the Assembly is not over and that the vote for deputy speakers from non-majority communities is unconstitutional, since separate voting should not take place. He also pointed out that candidates cannot be imposed by other MPs.
Former President of the Constitutional Court Enver Hasani stated that what happened in the Kosovo Assembly regarding the election of the deputy speaker from the non-majority community is completely contrary to the Constitution of Kosovo. Hasani emphasized that the majority community cannot decide on the constitutional rights of non-majority communities.
