Grubesic: Osmani is trying to position herself as a constructive partner in the dialogue to the US

Aleksa Grubesic, a researcher at the Center for Social Stability in Novi Sad, described Vjosa Osmani's statement about fulfilling obligations from the Brussels Agreement in exchange for membership in international organizations as her attempt to position herself favorably with the new US administration.
Speaking to Kosovo Online, Grubesic explained that Osmani's actions could be interpreted from two perspectives.
"On one hand, it reflects the current state of stagnation in the Belgrade-Pristina dialogue, where no significant progress has been made for some time. Her statement is an attempt to move beyond this status quo and push forward Pristina's agenda in the dialogue. On the other hand, it is aimed directly at their key partners, particularly the international community and primarily the US, at a time when a change in administration is taking place there," he stated.
Grubesic notes that Osmani and the government in Pristina were ardent supporters of the Democratic administration and are now trying to present themselves as constructive partners.
"They participated in Democratic conventions and were even photographed with Kamala Harris. Now, they are attempting to assert themselves, specifically, Osmani is trying to impose a solution, portray herself as a constructive partner in the dialogue, and offer a resolution to the United States," Grubesic said.
He assesses Osmani's claim that Pristina might unilaterally implement obligations as completely false, because, as he points out, it is actually Belgrade that has fulfilled all the conditions of the Brussels Agreement and demonstrated greater cooperation over the years.
"Pristina has not met the most significant requirement, those six paragraphs of the Brussels Agreement concerning the Community of Serb Municipalities. Therefore, it cannot be considered a unilateral implementation of the agreement but rather fulfilling what was fundamentally agreed upon in 2013, not to mention all the annexes subsequently signed and agreed upon," he said.
Osmani cited the implementation of the Ahtisaari Plan, which led to Kosovo declaring independence with international support, as a precedent. Grubesic sees this comparison with the Brussels Agreement as irrelevant.
"The Ahtisaari Plan served as a lesson for Belgrade, that rejecting cooperation with the international community, especially the EU, could lead to key support being given to the other side. However, in this case, Belgrade has been cooperative, agreeing to certain points that ensure a normal life for citizens, especially Serbs in Kosovo, while being aware that much of the political West supports Pristina's authorities. Comparing the Ahtisaari Plan or other plans to the present situation is simply irrelevant. Serbia must consistently emphasize the need to implement the primary Brussels Agreement, particularly the establishment of the CSM," Grubesic concluded.
