Hoti: I do not believe that there will be a delay in the decision on Kosovo's admission to the Council of Europe
Analyst Afrim Hoti does not believe that the decision on Kosovo's admission to the Council of Europe, scheduled to be on the agenda of the Committee of Ministers of the Council of Europe on May 16th, could be postponed. Instead, he expects a positive outcome for Pristina. According to his assessment, membership in this organization is a completely separate process from the obligations that arise from the Brussels dialogue for Kosovo and Serbia.
Hoti is convinced that Kosovo will become a member of the Council of Europe on May 16th, based on the recommendation given by the Parliamentary Assembly during the session in April, adding that it seems to him that all European member countries have already decided to admit Kosovo to the organization.
"Regardless of the statements that come, whether from Europe, or from Kosovo and Serbia, they have no impact because the general impression is that Kosovo's membership in the Council of Europe is the best way to protect human rights, including the rights of minorities. Kosovo will definitely gain membership in the Council of Europe," Hoti believes.
The obligations of Kosovo, as well as Serbia, arising from the negotiation process, he emphasizes, will remain in effect and both sides must implement them.
Regarding the obligation of Pristina related to the formation of the Community of Serb Municipalities, he believes it will be fulfilled.
"This is an obligation for the Kosovo authorities and it is only a matter of time when the Kosovo authorities, parallel with the Serbian authorities, will continue to move towards full normalization of relations between the two countries," says Hoti.
