The president of the Forum for Ethnic Relations, Dusan Janjic, said today that the Community of Serb-majority Municipalities had to be formed according to the model in the Brussels Agreement because he believed that no other model could be applied to any situation, but one that would adapt to the conditions on the ground, while respecting some experiences, Blic reports.

All the Balkan models, says Janjic, which were created after the breakup of Yugoslavia, are largely incorporated into the Community of Serb-majority Municipalities, and he notes that it is the task of Miroslav Lajcak to say that the discussion on the implementation of the CSM will begin with the Brussels Agreement.

Janjic points out for Tanjug that Belgrade and the Serb List told from the beginning that they wanted to talk about the return and about conditions and that one of them was the start of the work on the CSM, and adds that he thinks that the Serb List is right when it says that they will not to participate in the elections on April 23, because that would discredit them with her voters.

He notes that the elections for the mayors of four municipalities are a prerequisite for the CSM and its formation, but he says that the elections do not only concern the mayors, because if the elections go this way, then Kurti will call for new police officers and judges.

When asked about the European plan, Janjic says that it is a continuation of the Brussels Agreement, that is, that its task is to implement what is contained in the Brussels Agreement.

"At the end of it all, we will be able to say whether the Brussels agreement is a dead letter. Some agreements have mostly been implemented and we cannot say that about them. What we can say, referring to the agreement on the Community of Serb-majority Municipalities and diplomas, is that these are the only two Agreements where no progress has been made. All others have a partial implementation," Janjic assessed.
