Matoshi: Kosovo has an obligation to the international community to establish the CSM

Political analyst Halil Matoshi says that Kosovo has an obligation to the international community to establish the Community of Serb Municipalities (CSM), stressing that this must be carried out fully in accordance with the Constitution, Front Online reports.

Matoshi was reacting to a statement by British Ambassador Jonathan Hargreaves, who emphasized that the CSM should be established in 2026.

Matoshi points out that the political class in Kosovo clearly knows that this obligation stems from signed international agreements and that, sooner or later, it must be implemented.

“Kosovo knows that it has assumed this obligation at the international level and that, sooner or later, it must implement it,” Matoshi said.

He stressed that caretaker Prime Minister Albin Kurti, through obligations undertaken in the Brussels and Ohrid agreements, particularly in points 7 and 10, has built an institutional and constitutional basis for resolving the issue of the CSM.

He added that this issue has been framed within Kosovo’s constitutional order and establishes the creation of the CSM as an exclusive competence of Kosovo.
