Odalovic: Law on foreigners is Kurti’s insidious maneuver and an attack on Serbian institutions

The President of the Commission for Missing Persons of the Government of Serbia, Veljko Odalovic, stated that Albin Kurti, by renaming the Law on Foreigners, has aggressively moved to complete what he had already begun and that, by seeking to place healthcare and education under control, he is rendering the Community of Serb-majority Municipalities (CSM) meaningless.

Speaking to Tanjug TV, Odalovic said that the implementation of the 2013 law required the establishment of the Community of Serb-majority Municipalities, which is an obligation of Pristina and the international community, as an institution tasked with protecting collective rights.

He recalled that healthcare and education are central elements of collective rights and are now under attack precisely because the CSM has not been established.

“Through his actions, Kurti seeks to render the CSM meaningless, should it ever be established. The European Union bears the greatest responsibility for what is happening, as it is the guarantor of the CSM. However, it is evident that we are facing a situation in which no document in the world is respected anymore. Many were adopted to deceive someone, and we have been deceived more than once—both through UN Security Council Resolution 1244 and the Brussels Agreement,” Odalovic stated.

He pointed out that solutions are being imposed “under the table,” designed with the aim of completing the “consolidation of Kosovo’s statehood.”

According to him, this represents the final phase of consolidating an “administrative quasi-statehood.”

Odalovic further noted that Kurti has transferred numerous competences from the local to the central level, all as part of an attempt to integrate everyone into the Pristina system through the issuance of personal identification cards.

“I was not born in the Republic of Kosovo, even though I was born in Kosovo and Metohija, yet if I wish to live there, I will have to go to the counter of their institutions and request their ID card in order to exercise my rights. This is an insidious maneuver carried out in full coordination with European centers and constitutes the final blow to Serbian institutions,” Odalovic emphasized.

Behind this, he underlined, lies the integration of healthcare and education into the Kosovo system.

Regarding the military alliance between Pristina, Zagreb, and Tirana, Odalovic stated that such a coalition was last seen during the existence of the fascist Third Reich.

He recalled that the fate of several hundred missing Serbs in Croatia remains unresolved, that the so-called “Yellow House” was located on the territory of Albania, as well as training camps for the KLA.

He also noted that Edi Rama was a minister in the government at the time the “Yellow House” was established.

Odalovic said that a verdict against the leaders of the KLA would dismantle the myth surrounding it, which is why, according to him, Albanians are “mobilizing” and various resolutions are being adopted.

“This would dismantle the myth of the KLA, because a verdict would demonstrate that it was an organization that committed crimes,” Odalovic indicated.

He also observed that no international document recognizes a “Kosovo army,” yet no one prevents its formation.

“UN Security Council Resolution 1244 remains in force, and under it there is no self-proclaimed state of Kosovo. It is no coincidence that Kurti is exerting pressure around the world to compel Serbia to sign agreements that would confirm recognition, because if Belgrade were to recognize it, that would enable further recognitions. The matter will not be concluded as long as Serbia does not recognize it,” Odalovic said.

Speaking about the formation of the government in Kosovo, he noted that Kurti appointed as minister a person who had been unable to be elected Deputy Speaker of the Assembly from the ranks of the Serbian community, thereby ensuring that in the executive authority led by Kurti there is full control, while Serbs have no genuine representative.

He stated that Nenad Rasic had the opportunity, as minister, to work toward the protection of the rights of the Serbian community, which are endangered, but failed to do so.

“During his mandate, not a single Serb has returned to Kosovo,” Odalovic concluded.
