Radakovic: A caretaker government suits Kurti, there is no dialogue or accountability

Dusan Radakovic from the NGO Democracy in Action stated for Kosovo Online that a caretaker government suits Kosovo Prime Minister Albin Kurti, because there is no accountability, nor dialogue with Belgrade in which, as he points out, Kurti would have to “swallow some bitter pills.”

Radakovic notes that all issues concerning Serbs in Kosovo in the recent period have been handled through administrative instructions.

According to him, if the Kosovo government had been in a full mandate, the pressure on Kurti would have been greater.

“If he had a full government, the dialogue would certainly have started, he would certainly have had to send the Community of Serb Municipalities to the Constitutional Court, and there would certainly have been much greater pressure on him and on the entire government. He had a functional government for ten days, adopted laws needed for the European Union, sanctions against him were lifted, and now he continues to operate and will continue to operate,” Radakovic said.

Our interlocutor believes that Kurti is preparing the ground for elections to be held in the summer period, when the diaspora will again be present in large numbers in Kosovo, although, as Radakovic says, by not supporting Kosovo President Vjosa Osmani for another term, he has also lost diaspora votes.

“I think the ground is being prepared for elections to be held again in the summer period, which is why we have one, second, and third request to the Constitutional Court, so that elections take place at the end of June or the beginning of July, when the diaspora is present. Until then – he remains in office, he governs, appoints ministers and deputy ministers as he wishes – whether it is in accordance with the law or not. Kurti has governed for two years through administrative instructions and in a caretaker government. I think his stance regarding the president was a drawback, because she has significant support in Switzerland, Austria, Germany and so on, so it remains to be seen how much support he will receive,” Radakovic added.

Until then, Radakovic says, Kurti has no responsibility in the dialogue with Serbia, adding that this is the most important thing for the Kosovo Prime Minister.

“In the dialogue in Brussels, certain things will certainly not be unilateral, but he will have to swallow some bitter pills regarding certain matters that will have to be signed. In this way, he has a caretaker government, there is no dialogue, he governs as he wants, functions as he wishes. He is preparing the ground for new elections, and then there will certainly be much greater pressure on him,” Radakovic emphasized.
