Rrecaj: There may be problems in electing the new OSCE Secretary General

The position of the OSCE Secretary General is primarily administrative, as decisions are made by other bodies within the organization, however, if Miroslav Lajcak were to be elected to this position, his vast experience could help those decision-makers by providing advice, Besfort Rrecaj, a professor at the Department of International Law at the University of Pristina, told Kosovo Online.

The possibility of Lajcak being a candidate for OSCE Secretary General has been reported unofficially in the media, and Rrecaj points out that there could be difficulties in electing a new Secretary General because unanimity is required.

"The process of electing such an important figure in the OSCE is done by consensus among all member states, meaning all countries must agree, and none of the 57 can oppose it. In such an environment, there could be difficulties, especially given the global security situation, since we know that OSCE includes countries from Asia, mainly Central Asia, which may have their preferences and influences reflecting the current global security situation. This is why there may be problems in electing the OSCE Secretary General," Rrecaj explained.

When asked whether Lajcak's appointment to this position would impact the ongoing dialogue between Belgrade and Pristina, Rrecaj noted that the Secretary General's position is primarily an administrative function, supporting the main decision-making bodies of the OSCE in their daily duties.

"Therefore, the Secretary General can be an influential figure, but does not participate in any decision-making processes beyond administrative duties. However, with his vast experience and direct involvement in the dialogue, Lajcak could assist other decision-making bodies by offering advice," Rrecaj concluded.
