Analyst Nexhmedin Spahiu says that after tomorrow, when Vjosa Osmani’s presidential mandate expires, and if a new president is not elected, the Speaker of Parliament, Albulena Haxhiu, will become acting president in accordance with the Constitution of Kosovo. During her mandate as acting president, Haxhiu will, he adds, perform almost all duties normally carried out by the President of Kosovo.

“We have had acting presidents twice, once it was Vjosa Osmani, once Jakup Krasniqi, and they performed all the duties that the President of Kosovo normally performs,” Spahiu told Kosovo Online.

He states that during the period when she was acting president, Osmani worked in the same way as when she was president with a full mandate, neither more nor less.

“I did not notice any difference between when she was acting president and when she was already president,” Spahiu emphasized.

In the event that a new president of Kosovo is not elected within the deadline set by the Constitutional Court and the Assembly has to be dissolved, Spahiu believes that Haxhiu should remain acting president.

“This has never happened before, but it is unlikely that anyone will raise this issue before the Constitutional Court. She should remain acting president, but if she cannot, then the President of the Constitutional Court would become acting president of Kosovo,” Spahiu said.
