Zecevic: The report on Kosovo in the Council of Europe can only be positive if a false picture is presented

The rapporteur for Kosovo in the Parliamentary Assembly of the Council of Europe, Dora Bakoyannis, will create a report after her visit to Kosovo, which will be the basis for continuing the decision-making process on Kosovo's request to join the Council of Europe, however, Slobodan Zecevic, a scientific adviser at the Institute for European Studies, points out that if the report reflects the real situation on the ground, it cannot serve as an additional argument for Kosovo's membership in this European institution.

Zecevic says for Kosovo Online that if the report is favorable, it could "push Kosovo towards membership in the Council of Europe", but it can only be favorable if a false image of the situation on the ground is presented.

"If a false image is presented, one where national minorities live entirely normal, where the Serbian Orthodox Church is not under pressure, where there is no attempt to appropriate the property of the SOC in historical and physical terms, as some of the Church's land has been usurped, then it can be considered positive", Zecevic added.

He emphasizes that the problem often arises from fictitious views regarding the Kosovo issue rather than the reality on the ground.

In this regard, he points out that the reality on the ground is entirely different from what can be seen in the resolutions of the European Parliament or in some reports by Western intermediaries and rapporteurs.

"It's a completely different reality. If they create a report based on some fictional reality, they will say that everything is fine, Kurti is a champion of democracy, the SOC is not endangered, nor are the Serbs; everything is fine. If they make an objective report, they will see that there are many problems, primarily related to the Community of Serb-majority Municipalities", Zecevic notes.

He emphasizes that the CSM is a fundamental precondition for the Serbs to remain in the territory of Kosovo.

"That is the basic condition, although I think it's not even sufficient, but I think it's the fundamental prerequisite for the Serbs to stay in that area", Zecevic concludes.
