Barac: It's not unusual for Kurti to violate the rule that a caretaker Government should only handle technical matters
Srdjan Barac from the Center for Social Stability told Kosovo Online that Albin Kurti has repeatedly demonstrated his disregard for Kosovo’s laws, including the Constitution, and that it is now no surprise that he flagrantly violates the customary rule that a caretaker government should limit itself to technical matters.
While it is possible for bilateral meetings to take place during a caretaker mandate, he explained, such meetings are generally postponed, since heads of state typically engage with counterparts in full capacity, and agreements can only be concluded when someone is acting in their full mandate.
“When someone is in a caretaker role, such meetings cannot carry that level of significance, and no international agreements or arrangements can be signed,” Barac emphasized.
He underlined that the core policy of Albin Kurti’s government from the very beginning has been aimed at expelling Serbs from Kosovo, and that this effort has been consistent.
“What’s new is that, despite all his tricks and attempts after the elections, he is still unable to form a government — and it’s a very legitimate question whether this is pushing Kosovo into a state of political turmoil. Another key question is what the United States will do. We’ve seen that once before, they managed to skillfully moderate background processes to show Albin Kurti that his arbitrariness has limits — that they would not tolerate his unilateralism. I believe now is the right time for them to prove that again,” he stated.
