Blic: The Serbs in Kosovo are starting to form the CSM themselves

Serbs in Kosovo are planning to start forming the Community of Serbian Municipalities (CSM) on their own, Blic reported tonight, referring to unofficial information.

It is planned to hold a large Assembly of the Serbian people from Kosovo in the coming period, at which the CSM would be proclaimed and the bodies of the Community would be established.

"The plan is to start forming the Community of Serbian Municipalities and its bodies soon, and Dragisa Milovic, a respected doctor and former president of the municipality of Zvecan, would be proposed as the first president of the CSM," says Blic's interlocutor.

He states that the events of recent weeks influenced this decision, primarily the increase in violence, arrests of Serbs and the incursion of special forces of the Kosovo Police in the north.

"The Brussels agreement was signed more than 10 years ago. The Community of Serbian Municipalities has not been formed for more than 3,700 days, and after everything we have endured in recent days, it is clear that no one really wants it: neither the authorities in Pristina, nor the international community. That is why we will take take matters into our own hands," the source adds.

Unpleasant scenes and the terror that Serbs are suffering have made people think, in addition to protests, about possible actions and civil disobedience.

According to Blic, the structure of the Community of Serbian Municipalities will consist of the Assembly, the President, the Council, the Board, the administration and the Complaints Office.

The Assembly, as the highest body, will consist of representatives appointed by each assembly of member municipalities from among elected councilors.

The president represents the Community, and he is assisted by the vice president. The President and Vice President are elected by the Assembly from among the councilors of the member municipalities and their mayors.

The Council will be composed of a maximum of 30 members from among the residents of the member municipalities, including all the mayors of the member municipalities, while the Board will consist of seven members elected by the Assembly from among the mayors and residents of the member municipalities.

The community will also have an administration, headed by a chief, as well as a Complaints Office, which will have a mandate to review complaints related to the goals.
