Euronews: The US and the EU are considering declaring Kurti and Svecla persona non grata
The United States of America and the European Union are considering the possibility of measures against Kosovo if it does not fulfill its obligations and does not calm the situation in the north, including sanctions against Prime Minister Albin Kurti and Minister of the Interior Xhelal Svecla, who could also be declared persona non grata "based on that they represent a threat to security and peace," the document of the US administration, which Euronews Albania had access to states.
The first phase of sanctions against Kosovo would include freezing all EU funds, halting the visa liberalization process, and the Council of Europe membership process, as well as freezing American funds and other projects financed by the West.
The second phase would be the passive attitude of Kosovo's allies towards Serbia's campaign for non-recognition of Kosovo, the reorganization of the international military presence and the massive reduction of the American contingent in Kosovo, as well as the exclusion of Kosovo from certain international organizations.
The document also foresees individual sanctions against Kurti and Svecla, if the situation on the field worsens further. That could include declaring the two officials persona non grata, "on the grounds that they pose a threat to security and peace."
The document states that "the transatlantic community has a vital need not to allow a crisis behind the lines of contact with Russia, and that there was a belief that problems would come from Serbia, when it comes to the Franco-German plan, as the most stubborn and non-constructive parties in the dialogue."
"No one expected that the Government of Kosovo would promote insecurity and fuel conflicts and crises through its actions," the document states, as reported by Euronews Albania.
The text further states that the international community has no more patience and demands a clear answer from the Kosovo government, whether it is a partner of the transatlantic community or not.
"Being a partner means unconditionally fulfilling all obligations and non-compliance means consequences," the text of the document states.
Apart from the criticism of the current Kosovo government, the document also criticizes the Kosovo opposition and accuses it of "not realizing the seriousness of the situation and the real danger for Kosovo".
The document states that the opposition must come out with a clear position if it advocates for the fulfillment of Kosovo's obligations in the dialogue process.
"The fact that the opposition did not do this creates mistrust and projects opportunism," the text states.
In the end, it is said that "if Kosovo does not fulfill its obligations, the future is at risk."
Euronews Albania turned to the European Commission for comment, asking whether they are familiar with this document and whether they agree with such possible measures for Kosovo.
The spokesperson of the Commission replied that "they do not comment on the alleged leaks of documents, especially something that is allegedly a document of a third country in connection with the alleged actions of the EU," Euronews Albania writes.
