Kllokoqi: The administrative instruction for the removal of the mayor will not solve the situation in the north

The administrative instruction for the petition to replace the mayor, which was published yesterday by the Minister of Local Self-Government, Elbert Krasniqi, was done in accordance with the Constitution and the law, Selatin Kllokoqi from Democracy Plus believes, but as he says for Kosovo Online, it will not solve the situation in the north of Kosovo.

"According to the law, the instruction should have been done earlier, but it's good that they did it now. There is a lot that I think should be done differently, but it's good that it was done and there are a lot of things in it," Kllokoqi says.

However, he does not see the administrative instruction as a solution to the situation in the north.

"I think it's a political issue, I don't see that the instruction by itself can solve that situation. The instruction should have been done, because it is according to the law. The situation in the north cannot be solved by instructions," Kllokoqi said.

According to the administrative instructions, the procedure for organizing a petition for the removal of Albanian mayors can be implemented in three months, and Kllokoqi agrees that it takes a lot of time.

"I wouldn't say three months, but it takes a long time. If the Central Election Commission still needs to work on it now, because the instructions are not enough by themselves to organize the petition and the elections, I think it will take more time, a month or two, maybe even three, maybe even more, it is impossible to say how much. However, many don't expect anything from that instruction, so I don't think anything will change in the north," Kllokoqi said.

When asked whether responsibility had been transferred to the CEC by administrative instruction, Kllokoqi said "both yes and no".

"The CEC was responsible, and they should prepare to organize that referendum or mayoral elections. The Ministry has done its part with the instructions, and it can be said that it is now the CEC's turn," Kllokoqi said.

He believes that there is enough time to organize elections in the fall.

"If they want to organize the elections according to the instructions, or if the Central Election Commission does its job, the elections can be organized in the fall, but if it doesn't happen, I see no reason for the EU to introduce new sanctions on Kosovo. As I said, I do not see that the instruction is a solution to the situation in the north, because from the beginning we see that the Serbian community will not participate in that process. Now, even though an instruction is prepared, if it does not participate, nothing will happen again, we will remain in the same zone where everyone will wait for someone else to do something," Kllokoqi said.

The easiest and fastest way to organize elections would be for the mayors to resign themselves, Kllokoqi said.

"If the goal is to hold elections in the north and for the Serbian community to participate in them, then the easiest thing is for them to resign, that would be the fastest way. But as it seems, that will not happen for now," Kllokoqi concluded.
