Arbereshe Loxha, a researcher at the Group for Legal and Political Studies, assessed that parties’ campaign promises on wage increases are poorly calculated in terms of their budgetary and economic impact.

According to her, even in the past wage increases were not necessarily aligned with Kosovo’s economic development trends or with the criteria Kosovo must meet under its international obligations, including agreements with the International Monetary Fund.

“Even in the past, when wages were increased, they were not necessarily in line with economic development trends or with the criteria Kosovo must meet in fulfilling its obligations or agreements with the IMF. These promises are not well calculated, both in terms of budgetary and economic impact. Most promises are made to attract voters’ attention and to gain electoral advantage,” Loxha told Kosovo Press.

She added that voters tend to cast their ballots more for the heads of electoral lists than for a clear political plan.

“Generally, political parties have not presented genuine programs, if I may put it that way, because they have not offered a clear and well-guided development perspective. They made promises that were sporadic across different areas, without a clear connection—mostly megalomaniacal promises that citizens generally wanted to hear,” Loxha said.
